Tier 0 is the activation layer for companies that don't have a CTO, CIO, CISO, or internal AI owner. It is not remedial. It is the fastest way to give every employee a safe, practical starting point with AI without creating reckless usage or avoidable risk.
Why Tier 0 matters
Most companies are already using AI without a policy.
Employees experimenting with ChatGPT or Copilot at their desks. No review gates. No data rules. No owner. The buyer is asking: "What is AI, really? What should employees be allowed to do with it? Tier 0 is a completion badge: no scenario assessment, no capstone, no expiry. The first true Aegis certification begins at Tier 1 (Aegis Operator credential path).
What comes next
Tier 0 graduates can move into Tier 1.
Companies often run Tier 0 across the full employee base, then promote a smaller group of operators into Tier 1 (AI Operating Discipline) for the Aegis Operator credential path. The Tier 0 workshop sponsor report calls out specific Tier 1 candidates.
